Surfing gravitational waves?

Interestingly Einstein indicated that collapsing black holes would give off gravitational waves to release energy. These waves are thought to create ripples in the fabric of space. Now let's suppose that a collapse could be generated in its entirety and the wave directionally channelled. Could this massive amplitude bring the infinitely far, close? A small step could truly be a giant leap for mankind?

Or does the gravitational wave still only achieve light speed as a maximum?

Actually why is light speed the maximum? If its not, then things could be happening at a speed far greater than our ability to detect them... universal dja vu?
